A Framework Architecture for a Five Dimensional Weather System

The need for a 5-dimensional (5D) integrated database capability for aviation weather applications to reduce weather disruptions and increase the safety and efficiency of operations within the air and space transportation system has been articulated by the Joint Planning and Development Office (JPDO). JPDO is an interagency organization that is jointly managed by NASA and FAA. The implementation of a 5D Weather Data Base will improve the accuracy and precision for measuring current conditions and producing meteorological forecasts. This paper develops an integrated system-level model of the weather database and discusses the network structure that will be used in next generation air and space transportation systems. Introduction The US Joint Planning and Development Office (JPDO) is an interagency initiative that was mandated by the Congress in December 2003. The main mission of the JPDO is to develop a national plan for the next generation Air Transportation System and oversee the implementation of it. The JPDO focuses on planning for the aviation infrastructure of 2025 and it has membership from Department of Defense, Department of Commerce, Department of Homeland Security, White House Office of Science and Technology Policy, NASA, and FAA (Zellweger, 2004). JPDO’s planning process is designed to include experts from commercial aviation, general aviation, aviation labor groups, aviation research and development entities, aircraft and air traffic control suppliers, and the space industry. In June 2004, JPDO’s Futures Working Group (2004) has completed a final report that contains scenario-based strategies for the next generation air transportation system. The report presents a set of 11 strategies derived from 50 interviews and a scenariobased planning process that included 101 members of 51 organizations representing the interests specified in the legislation. The report emphasizes the importance of weather forecasts and envisions an integrated weather information system for the next generation air transportation infrastructure. This will create a flexible information network that provides high-value information to all users of the air transportation system in an effective and efficient way. By using a unified 5-dimensional database, users will be able to access the wide variety of information that is relevant to their needs in a way that is optimal for their applications. Weather database will serve to numerous actors who have different needs and priorities. This new system is defined as follows by JPDO (2004). “...Implement a system-wide capability for integrated weather applications to dramatically reduce weather disruptions to safe and efficient operations within the air and space transportation system. Implementation considerations: • Develop technologies and systems for improved accuracy and precision for measuring current conditions and producing shortand long-term forecasts; • Integrate current and forecast weather knowledge in onboard systems; • Government leads the development of an integrated air and ground weather prediction system; • Improve the capability of aircraft to operate in and withstand adverse weather conditions; • Expand weather reporting throughout the distributed airport system...” (JPDO, 2004) 5-dimensional Weather System (5DWS) term is used to describe the weather data base envisioned by JPDO. Five dimensions represent latitude, longitude, altitude, time, and the weather data. The concept of 5DWS is still under development; therefore, there is no system specification that is currently available for this new infrastructure. The objective of this paper is to develop a high level architecture for JPDO’s 5DWS concept.
